“Albania is the first state in Europe that in last 6 years is the region most endangered by natural disasters, which means that the threat and risk are too high, therefore the attention of local and central government should be very high,” said Shemsi Premci, General Director of Civil Emergencies.
Premci noted that most of the municipalities in the country do not implement the DCM 965, according to which the municipalities should establish an emergency structure at municipal level. “With regret we found that most of the municipalities did not implemented this government decision to establish the structure with competent employees and professionals in the areas,” he said.
Regardless of legal definition, the General Director of Civil Emergencies asked Municipalities to plan in the budget the maximum allowable amount of funds for Civil Emergencies. “You have a legal obligation to plan 0% to 3% of the budget, if you think that you will not have emergencies than plan 0 % but after that do not scream if you do not have funds. So, you have the legal options to plan 3%, and you have the options to divert these funds if you do not use them. Within public procurement law, these funds are excluded from procurement, it means they can be used as quickly as possible, so it’s not needed 45 days to create a public procurement procedure, “said Premçi.
